PROBLEM TO BE SOLVED: To enable a bung hole section to have an improved feeling to a human lip and to enable a lip to be adhered to a predetermined position with an improved operation efficiency. SOLUTION: A lip adhering apparatus has: a seal wheel 13 which is rotatably provided and which has a seal plate 28 having a concave section 29 corresponding to a lip 55; a driving section which rotates the seal wheel 13 intermittently; a strip-shaped film supply section which supplies a strip-shaped film F consisting of the lip 55 and a sheet 22; a loading section which winds the strip-shaped film F around the seal wheel 13 at a loading position; a cutting section which cuts the strip-shaped film F at a cutting position to provide a lip-attached film; and an adhering section which adheres the lip-attached film to a lip adhering position of a wrapping material. The seal plate 28 can be precisely stopped at each position and thus the lip 55 can be adhered to a predetermined position.
