PROBLEM TO BE SOLVED: To provide a technique for reducing an artificial mistake to the utmost by keeping data at a place actually putting the data to practical use to enable a person requiring the kept data to directly acquire the data, not only to achieve the labor saving in the control of enormous data but also to enhance the acquisition certainty of necessary data. SOLUTION: The flush type data control method has a medium embedding step for embedding an ID tag 3 being a data transmission medium permitting data transmission in a non-contact state in the necessary place of the civil engineering construction spot 1, and a step for using a reader/writer 5 being a data transmission device with respect to the ID tag 3 embedded in the medium embedding step to perform the reading and/or writing of data.
