PROBLEM TO BE SOLVED: To prevent bad effects of pressure of backfire on engine control, and realize light weight of a throttle valve 4. SOLUTION: A seal member 5 comprises a press-fit part 5a of rubber, for example, which can be inserted to a recessed part 6 formed in an intake manifold 2 in a press-fit state, and a lip part 5b integrally provided with the press-fit part 5a. The lip part 5b has elasticity to be abutted on a seal surface 3a of a throttle body 3. The lip part 5b is provided to be inclined to the press-fit part 5a, and it is disposed in such a direction as to fall when positive pressure of a prescribed value or more is generated in an intake passage 1 by receiving the positive pressure. When pressure in the intake passage 1 rises to the prescribed value or more by a backfire, therefore, the pressure is applied to the lip part 5b of the seal member 5, and the lip part 5b falls to form a gap to the seal surface 3. Pressure in the intake passage 1 can thus be mainly released from a pressure release groove 7 to the outside of the intake passage 1.
