PROBLEM TO BE SOLVED: To prevent damage to a wire material fed out from a rotating bobbin when the bobbin is rotated for giving a reverse twist for preventing a kink due to twisting. SOLUTION: A hood 7 is arranged around a bobbin 1 supported by a horizontal shaft 2. The hood 7 is installed on a disc 4 integrated with the horizontal shaft 2. When the bobbin 1 is rotated, the hood 7 is also rotated in the same direction at the same rotational speed. When the wire material W is deflected by centrifugal force to be brought into contact with the hood 7, a slip of the wire material W is reduced because a different between a wire speed and the hood 7 rotational speed is low, and consequently, damage to the wire material W can be prevented.
