PROBLEM TO BE SOLVED: To provide a prime number generating apparatus which can reduce a quantity of calculation and definitely generate prime numbers. SOLUTION: An information security apparatus inputs a prime number q and generates a prime number N greater than q and is provided with a partial information setting part, a random number generating part, a part for generating an object to be determined and a part for determining the prime number. The partial information setting part generates the number u meeting a formula 2×u×q+1≠0 mod Li (i=1, 2,..., n). The random number generating part generates a random number R'. The part for generating the object to be determined generates R=u+L1×L2×...×Ln×R' and N=2×R×q+1 by using the number u and the random number R'. The part for determining the prime number determines the prime number by using the numbers N and R.
