PROBLEM TO BE SOLVED: To improve the resolution in which a damping force is changeable by lessening the opening variable width of an orifice for a unit stroke of a needle valve in the range of a limit stroke of the needle valve, and enlarge the variable width of the damping force by lowering the damping force at a soft side by enabling opening of the orifice. SOLUTION: In the damping force adjusting oil buffer 10 having a first communicating passage 31 sucking the working fluid in the oil chamber of a damper cylinder 13, and a second communicating passage 32 discharging the working fluid of the oil chamber of the damper cylinder 13, and providing an electromagnetic damping valve at the second communicating passage 10, when the electromagnetic damping valve 28 controls the injection valve opening pressure of a spool valve 58 installed in the second communicating valve 32 with a needle valve 66, an end taper face 66A is provided at the end face of the needle valve 66 and the main taper face 66B, which is sharper than the end taper face 66A, is provided following the end taper face 66A.
