PROBLEM TO BE SOLVED: To provide the optimum gap ratio even without worker experience. SOLUTION: An effective volume to be loaded on a pallet is computed based on a gap ratio indicating gaps between workpieces, subject workpieces to be loaded are allotted based on the effective volume, and the workpieces are combined with each other to form plural sorts of blocks that can be stacked on a stacking surface. The blocks are then evaluated based on block forming parameters, and the blocks to be stacked are selected to form a style of packing. When there are workpieces left unstacked, the gap ratio is lowered, and an effective volume computation process is started again.
