PROBLEM TO BE SOLVED: To stabilize a compression load characteristic of a sliding surface portion 32 to improve reliability and life duration thereof. SOLUTION: A stationary plate 13, which abuts against a rotational plate rotating with a rotational axis of a rotating body to support the rotating body in a freely turning manner via the rotational plate, comprises, a basic pedestal 31 of a stationary plate comprising a basic body of the stationary plate 13, the sliding surface portion 32 provided on the basic pedestal 31 of the stationary plate to abut against the rotational plate, and an intermediate layer 33 joining the above 31, 32. Then, by means of a pressurizing head 41, the sliding surface portion 32 is, in advance, subjected to a load applied via the rotational plate and to a load equivalent to pressure applied by lubricating oil.
