PROBLEM TO BE SOLVED: To provide a signal detecting device for inexpensively detecting a differential input signal transmitted at high data transfer rate with low consumption current, and to provide a signal detecting method, a signal transmitting system and a computer readable program. SOLUTION: A voltage level detector 10 outputs the output signal L of a high level to differential inputs IN+ and IN-, which are not less than a prescribed value. A rise edge detection circuit 30 detects the rise edge of the output signal L and outputs an edge detection signal EDG. A signal detection setting circuit 50 detects the edge detection signal EDG for the prescribed number of times within first prescribed time. Thus, it outputs a set signal SET. A signal detection reset circuit 70 outputs a reset signal RST when the edge detection signal EDG is not detected within second prescribed time. A signal detection signal generation circuit 90 generates a signal detection signal SD by the set signal SET and the reset signal RST.
