PROBLEM TO BE SOLVED: To actuate a brake even when a solenoid proportional pressure reduc ing valve for supplying braking pressure is stuck. SOLUTION: Drive of the solenoid proportional pressure reducing valve 18 is controlled in response to a control input of a brake pedal 20 detected by a manipulated variable detector 21 to regulate oil pressure to a hydraulic cylinder 15. A press member 24 is connected to the brake pedal 20, and the press member 20 press-moves a spring 18b of the pressure reducing valve 18 when the brake pedal 20 is operated by a prescribed level S2 or more. The pressure reducing valve 18 is forcibly pressed back to thereby actuate the brake.
