PROBLEM TO BE SOLVED: To achieve highly hygienic packaging at a low cost, which enables an excellent continuous packaging, irrespective of the characteristics of an article-to-be- packaged or a film. SOLUTION: A film sheet is placed so that it covers the upper opening of an article housing part. The film sheet is sucked to be held on the outside of the article housing part and is transferred to the downstream. An article-to-be-packaged with its top and bottom reversed is inserted from the upper part of the film sheet into the article housing part. Then, the article-to-be-packaged inserted into the article housing part is transferred to the downstream, where a film edge extending out from the article housing part is contracted from the side so that it is arranged on the upper surface of the article-to-be-packaged, and the contracted overlapped part of the film is temporarily sealed. Subsequently, the article-to-be-packaged with its contracted overlapped part of the film temporarily sealed is transferred to the downstream, where the contracted overlapped part is welded together by heat to be sealed up. The article-to-be- packaged with its contracted overlapped part sealed up is transferred further to the downstream to reach a transfer terminal, where the top and bottom of the article-to-be- packaged is reversed and it is ejected from the article housing part.
