PROBLEM TO BE SOLVED: To provide a plant controller capable of improving the stability of control that uses a model parameter while identifying the model parameter of a model to be controlled obtained by modeling a plant to be controlled. SOLUTION: A model parameter identifying device 22a calculates a model parameter vectorθin a format that adds an update vectorθd to the base vectorθbase of the model parameter. The model parameter vectorθis calculated by correcting the update vectorθd so as to reduce the influence of a past value of an identification error ide and adding the corrected update vectorθd to the base vectorθbase. Furthermore, processing that limits the values of model parameter vector elements a1, a2, b1 and c1 within a prescribed limit range is carried out.
