PROBLEM TO BE SOLVED: To provide a technique which reduces the driving voltage of a display device where a picture is displayed by electrophoresis or rotation of electrified particles. SOLUTION: A base material demarcates a plurality of cavities. Respective cavities of the base material are filled up with a dielectric liquid. The dielectric liquid includes a first liquid and a second liquid which are different by static charge characteristics. Particles having surface electric charge in the solid-liquid boundary are immersed in the dielectric liquid. The second liquid is electrified with the same polarity as electric charge which appears on the surfaces of particles when the particles are immersed in the first liquid.
