PROBLEM TO BE SOLVED: To provide a dryer and a drying facility for drying powder and granular material efficiently through a simple structure while preventing scattering. SOLUTION: The dryer for powder and granular material comprises a tubular drying case body 1, and a tubular coupling case 8 coupled, at the lower section thereof, with the upper section of the tubular drying case body 1 such that the lower section of the case can be opened/closed freely wherein blades 3 for generating an upward swirl in the drying case body through rotation is disposed on the bottom part of the drying case body, piping 5 for feeding hot air and a matter being dried into the drying case body is coupled to the sidewall of the drying case body at a lower part thereof, and a tapered shooter 11 having a trapezoidal cross-section and opening upward, an opening 12 for discharging a dried matter and a shoot 13 inclined toward the opening for discharging a dried matter are disposed in a dried matter separating case 10 at the upper section of the coupling case.
