PROBLEM TO BE SOLVED: To provide an aqueous resin composition excellent in storage stability and, when used as coating of a steal plate untreated with chromate treatment, giving a cured material with excellent physical properties such as water resistance and corrosion resistance, and capable of forming a coat at normal temperatures. SOLUTION: This aqueous resin composition comprises (A) 10-90 pts.mass phosphate ester compound having 150-1,000 P-OH equivalent, obtained from (a1) bisphenol epoxy resin having <=500 epoxy equivalent and (a2) phosphoric acid compound having >=2 hydroxyl groups to phosphorus atom, (B) 90-10 pts. mass bisphenol epoxy resin having 500-5,000 epoxy equivalent or the epoxy polyol resin obtained by reacting a part of or all of the epoxy groups of the bisphenol epoxy resin with an active hydrogen compound selected from carboxylic acid compounds, polyols or primary or secondary amino compounds and (C) 0.1-10 pts.mass melamine compounds.
