PROBLEM TO BE SOLVED: To provide an image recording medium where double-side recording can be performed by one exposure means without turning over the image recording medium where a visible image can repeatedly be rewritten and recorded, and to provide an image recording device which can perform the double-sided recording on the image recording medium. SOLUTION: The image recording medium has two image recording layers 4A and 4B where visible images are recorded by stimulating them by irradiation with exposure representing the images and a function layer 5 which is formed between those two image recording layers 4A and 4B and transmits the exposure light when the image recording layers 4A and 4B are irradiated with the exposure light and obstructs an external scene when the visible images recorded in the image recording layers 4A and 4B are observed.
