PROBLEM TO BE SOLVED: To provide a method by which a large amount of a natural gas can be stored and transported, namely a method by which clathrate hydrate of structure H is efficiently formed under mild temperature and pressure conditions. SOLUTION: A water-insoluble liquid guest substance 7 having a density lower than that of water is piled on water 9 in a pressure container 1 with laying water at the lower side. A natural gas 6 is packed into the remaining gas phase in the container and the container is pressurized. Water is sprayed from a nozzle 5 in the natural gas phase on the interface between the natural gas and the water-insoluble liquid guest substance (MCH) to form the clathrate hydrate 8 of structure H.
