PROBLEM TO BE SOLVED: To prepare a foundation for the lips which conceals small wrinkles, brings about the good color development of a lipstick, lip gloss or lip balm when it is applied and can improve the finished quality (homogeneousness), the feeling of moisture and the sustainability of cosmetics. SOLUTION: The foundation for the lips contains (A) a paste obtained by mixing or grinding a silicone elastomer and one or more oil components which are liquid at ordinary temperature and, selected from the group consisting of an ester oil, hydrocarbon oil, higher alcohol, vegetable oil and animal oil, (B) the sheet-shaped powder of average particle size of 1 to 50μm and (C) an oil component.
