PROBLEM TO BE SOLVED: To provide a strain detecting device which has such a stable output property that no continuity occurs between a substrate and an electrode of a power source, an output electrode or a circuit pattern even in the case pinholes are formed in an insulating layer of an insulating board. SOLUTION: A first insulating layer 13 is made so as to be a thin film, and a second insulating layer 14 is made so as to be a thick film. When paste made of Ag is printed on the insulating board 15, the first insulating layer 13 functions as a wall and prevents the paste from reaching a substrate 11.
