PROBLEM TO BE SOLVED: To provide an extremely soft thermoplastic polyester elastomer having excellent low-temperature characteristics without mixing a plasticizer or an olefin elastomer. SOLUTION: A thermoplastic polyester elastomer composition comprises a thermoplastic polyester elastomer resin and at least one or more kinds of additives of an antioxidant, a light stabilizer or a lubricant. The thermoplastic polyester elastomer composition is composed of >=85 wt.% of the thermoplastic polyester elastomer resin and the surface hardness measured by JIS K6253 is smaller than 70A.
