PROBLEM TO BE SOLVED: To solve the problem that roll paper is cut after raising a cutter, drawing out the roll paper, and presssing a top cover to prevent the rotation of the roll paper, to eliminate a series of this operation and complete the cutting of the roll paper only by drawing and cutting the paper, and to minimize the cost. SOLUTION: A blade of a cutter 3 is lengthened to secure drawing allowances of the paper so that the front edge of the paper is located at a position where it is easily taken. A frame 5 is provided so that the paper hangs down in a shape of an apron. The rotation of the roll is prevented by applying the principle of leverage to facilitate the cutting of the paper. The force of upward drawing and cutting the paper is converted into the downward force of a paper holder by the cutter and paper holer in Fig. 3. The greater the breaking strength of the paper is, the higher the pressure of the paper holer becomes, and the paper can be cut accurately.
