PROBLEM TO BE SOLVED: To prevent the lowering of conductive performance due to the breaking, cutting or the like of an antistatic means and the contamination of a material to be treated. SOLUTION: A filter base material 10a is made of a woven fabric 11 formed by weaving a synthetic fiber such as a polyester fiber and in the woven fabric, a plurality of conductive fibers 20 are arrayed in a prescribed pattern. The conductive fiber is made by forming a silver coating film on a synthetic resin such as nylon fiber and is woven so as to form a part of the weaving threads (warp and weft) of the woven fabric 11 and is arrayed at a prescribed pitch in the longitudinal and lateral direction to cross each other. In the collection of fine powdery particles, the filter base material 10a of a bag filter receives static charge from the fine powdery particles and the charge is transferred through the conductive fibers 20 (silver coating film) of the filter base material and is grounded to the outside.
