When the main jet is spurted, attachment swirls as low-pressure swirls are generated by the Coanda effect in the eight corners of a jet generation chamber 15 and attachment jets are generated around the main jet. In the jet generation chamber 15, an unstable flow of the main jet is generated. Such jets as the main jet and attachment swirls generate air bubbles whose diameter is very small and contaminated water and numerous ultrafine air bubbles are uniformly mixed and agitated. Since the ultrafine air bubbles have an increased surface area, the contact probability of the air and contaminated water is enhanced and highly volatile components contained in the contaminated water migrate to the vapor phase and are removed.
