PROBLEM TO BE SOLVED: To stably supply liquid chemicals of a prescribed concentration by preventing the formation of gelatinous materials by the malsupply of diluting water and the fluctuation, etc., in liquid chemical concentration by the malsupply of polymers and to uniformly supply liquid chemicals by sufficiently dissolving the polymers with the diluting water with liquid chemical mixing and dissolving and supplying facilities which mixes and dissolves the polymers by adding the diluting water thereto and supplies the liquid chemicals. SOLUTION: The polymers from piping 12 are mixed together with the feed water from piping 11 and the circulating liquid chemicals from a circulating line 15 by a mixer 4 and after the mixture is boosted by a line pump 5, the mixture is further mixed by a line mixer 6. The dissolved liquid chemicals are partly circulated and the balance are supplied to a place of use by piping 14. When the measured value of a flow meter 7 falls under a preset flow rate of the feed water, a polymer supply pump 3 is stopped to stop the filling of the polymers.
