PROBLEM TO BE SOLVED: To surely form ammonia when an ammonia forming apparatus is started, to surely denitrate when a denitration apparatus is started and to prevent the effluence of ammonia from a boiler. SOLUTION: A method of operating the ammonia forming apparatus 8 for forming ammonia by heating an aqueous urea solution comprises controlling the supplying amount of the aqueous urea solution according to the operation conditions of the ammonia forming apparatus 8 mentioned above. A method of operating the denitration apparatus 7 in the boiler 1, equipped with an ammonia forming apparatus 8 for forming ammonia by heating the aqueous urea solution, an ammonia feeding means 9 provided at the outlet part of a gas passage 5 of the boiler 1 and a denitration catalyst 10 provided at the downstream side of the ammonia feeding means 9, comprises controlling the supplying amount of the aqueous urea solution to the ammonia forming apparatus 8 mentioned above, based on the operation conditions of the ammonia forming apparatus 8 and the temperature of the denitration catalyst 10.
