PURPOSE: To provide a liquid treating apparatus and liquid treating facilities having enhanced capacity, efficiency and profitability. CONSTITUTION: This liquid treating apparatus 10 is constituted by arranging a rotary cylinder 12 in a treating tank 11 where the liquid to be treated is introduced or discharged freely. The rotary shaft 12b of the cylinder 12 is supported by a bearing 15. The upper edge part of the shaft 12b is connected to the shaft Ma of rotary driving equipment M through a universal joint 16. An agitating member 17 is arranged in the lower part of the cylinder 12 for agitating solids S such as sand settled on the bottom of the tank 11. A hollow part F is arranged in the cylinder 12 for imparting buoyancy to the cylinder 12.
