A subtraction unit (254) subtracts the pixel value of a pixel in the corresponding position in the foreground area of the area specific object of frame &num;n-1 supplied from a frame memory (253) from the pixel value of a pixel in the foreground area of the area specific object of frame &num;n supplied from the object extracting unit (251) so as to determine the frame difference of the pixels in the foreground area.
