A hydrogen formation apparatus which has a material supply section (4) for supplying a raw material comprising organic compounds and containing a sulfur compound, a water supply section (5), a reforming section (1) for forming a hydrogen gas provided with a reforming catalyst for reacting the raw material with water, and a carbon monoxide removal section (6) for reducing the content of carbon monoxide in the hydrogen gas formed in the reforming section (1), wherein the reforming catalyst comprises a carrier comprising a metal oxide and platinum carried thereon. An organic raw material for hydrogen formation frequently contains a sulfur component, which is poisonous to a reforming catalyst and thus reduces its activity for steam reforming reaction. The above apparatus is improved in the resistance to such a sulfur component.
