PURPOSE: Provided is a shelter apparatus for safely escaping people when a fire occurs in a high building such as apartment by having a rope for slowly descending the people, especially the old and the weak without risk of damage caused by high speed of going down. CONSTITUTION: The shelter apparatus(1) comprises a casing(11) applied with holes for entering/removing the rope(2) from the apparatus(1); a first roller(12) attached to the casing(11) and pushing the rope(2) to one side; a second roller(13) mounted at lower part of the first roller(12) and pushing the rope(2) to the other side. The roller(13) has a rotational axis(21) rotating and supported by a bearing(20) of the casing(1). The rotational axis(21) is applied with a worm wheel(22) rotating by a worm(15). The worm(15) and the worm wheel(22) together give a great torque to another worm wheel corresponding to the second roller(13). Accordingly, the second roller(13) pushes the rope(2) with the torque to come upward/downward.
