The invention relates to an installation and a method for measuring and recording the speed of the railway traction vehicles, applicable to railway engines, rail cars, tramways but also to motor-buses, electrobuses or auto-trucks. According to the invention, in order to record a vehicle run data (space, speed, time), as well as the way the vehicle has been driven by the mechanic (mechanic code, numerical entries of the driving safety, limit speeds, etc), the installation comprises a rotary transducer (TTF), a central station (PC) and two indicators (IND I and IND II) for each driving station, the central station (PC) comprising a microcontroller (miuC) with three nonvolatile memories (EEP, EP and MN), where the said microcontroller (miuC) introduces information about time, space, rate of travel, data about the respective journey, said information being obtained from the rotary transducer (TTF) by means of a speed entry (IV) from an internal clock (CI), as well as of a keyboard (T) and a local display (A), and a meter (C) records the kilometers run by the railway engine. In order to extract useful information, the claimed method performs a low-pass filtration of the signal generated by the transducer, said signal being characterized by swings and oscillations both periodical and aleatory, and using a numerical filtration algorithm, wherein the sampling is done at equal space intervals, but the filtration effect shows in the time range, namely at low amplitude signals the filtration is reduced, the filtration effects highly increasing simultaneously with the signal amplitude.
