PURPOSE: A burst data generator is provided to reduce an error rate of transmission in a head end as a cable supplier by preventing a rapid change of modulation signal in a burst QPSK transmission required in an open cable digital set-top by using a continuous constant multiplication. CONSTITUTION: A burst data generator includes a signal extender(300) for receiving a burst activation signal to activate the burst transmission and for extending the period of the burst activation signal, a constant generator(200) for outputting a signal by decreasing or increasing the constant in response to the burst activation signal, a multiplier(100) for multiplying the constant outputted from the constant generator(200) with the data and for outputting the multiplied signal and a multiplexer(400) outputting by selecting the multiplied signal outputted from the multiplier(100) in response to the signal extension signal outputted from the signal extender(300).
