PURPOSE: An oil-in-water type makeup cosmetic composition containing a liquid crystal base and a manufacturing method thereof are provided to improve a clearness property of colors and consequently to brighten a skin tone of a user. CONSTITUTION: The makeup cosmetic composition contains a liquid crystal base consisting of hydrogenated lecithin composition including phosphatidyl choline, phosphatidyl ethanolamine and lysophosphatidyl choline, cholesteryl stabilizer, an auxiliary emulsifier that a value of HLM(hydrophilicity/lipophilicity balance) is 10-15, and denatured fluorine.
