PURPOSE: A system for cutting off a telephone bell sound and a device thereof are provided to ring a telephone bell only when a tracked number of an originator is a registered number by a receiving subscriber, thereby cutting off other telephone calls except necessary calls. CONSTITUTION: An originator number tracker(10) tracks a telephone number of an originator before a receiving terminal replies a call, when the call is set in the receiving terminal. A telephone number register(20) registers a telephone number when the telephone number is inputted from a receiving subscriber. A telephone number retriever(30) retrieves whether the tracked number of the originator is a registered number in the telephone number register(20). When time is inputted from the receiving subscriber, a timer(40) registers and sets the time, and decides whether the time is set by the receiving subscriber, after deciding whether the tracked number is equal to the retrieved number, then informs a bell ringing and cutting off unit(50) of a result. The bell ringing and cutting off unit(50) rings a telephone bell when the tracked number is equal to the registered number, and cuts off the bell when the two numbers are not the same.
