PROBLEM TO BE SOLVED: To provide a fluid bearing device free from the outflow of lubricant in stopping, starting and rotating, and to provide a disc recording device using the same. SOLUTION: In high-speed rotation, the outflow of the lubricant is prevented by centrifugal force generated by the difference in diameters of a fixed shaft 2, in starting, an oil storage part of small clearance and an oil storage part of large clearance are formed, and in stopping, the outflow from an opening part is prevented by utilizing the movement of the lubricant 8 to the part of small clearance by the surface tension. The disc recording device of high performance can be obtained by utilizing the fluid bearing device of high accuracy, free from the outflow of oil for a long period.
