PROBLEM TO BE SOLVED: To manufacture a sleeve element having a fine coaxial feed line at lower cost, without deteriorating the insulation part, when assembling the sleeve element with the fine coaxial feed line. SOLUTION: A sleeve element 3 is formed by disposing rectangularly two pairs of conductive plate bodies, in which coaxial feed lines 1 are disposed opposite to each other in parallel with respect to a symmetric axis, and is connected to an external conductor 16 of the feed line 1 via a connection member 9. The connection member 9 has an insertion hole 14 for inserting a cylindrical device 2 at the center and has an insertion cylinder 13 for inserting into the coaxial feed line 1. The insertion cylinder 13 is mounted, by inserting between the external conductor 16 of the coaxial feed line 1 and a dielectric 17 inside the external conductor 16.
