The device according to claim 1, characterized in that comprises an annular magnet positioned inside said structure in the accumulator's connection zone co-axially to it. 3. The device according to claim 1, characterized in that comprises a plurality of annular magnets positioned one above another in the accumulator's connection zone co-axially to it. 4. The device according to claims 1 to 3, characterized in that comprises two interconnected conical spirals made of conductive material, one of them is placed inside the upper accumulator co-axially to it, while the other - inside the lower accumulator co-axially to it. 5. The device according to claims 1 to 4, characterized in that the radiator is made of a mineral and positioned inside the structure in the accumulator's connection zone. 6. The device according to claims 2 to 4, characterized in that the radiator is made of a mineral and positioned inside the magnet cavity. 7. The device according to claim 4, characterized in that the radiator is made of a mineral and positioned inside the spiral arranged in the upper accumulator. 8. The device according to claim 4, characterized in that the radiator is made of a mineral and positioned inside the spiral arranged in the lower accumulator and the device further comprises a holder made of non-conductive material for fixing minerals in the lower accumulator. 9. The device according to claims 1 to 8, characterized in that said device comprises two additional upper and lower accumulators designed as a hollow bodies formed by a truncated cone surfaces, and connected to each other by small bases to form an integrated structure inside which a structure is arranged formed by the primary accumulators. 10. The device according to claims 1 to 9, characterized in that through inner longitudinal channels are made in the accumulator's walls. 11. The device according to claims 1 to 10, characterized in that said channels narrow to the accumulator's smaller bases. 12. The device according to claims 1 to 11, characterized in that a side surface of the structure formed by said accumulators is surrounded by a side surface creating between it and the structure a cavity serving as a capacity. 13. The device according to claims 1 to 11, characterized in that said device comprises four reinforcing elements in the form of flat bodies made of a non-conductive material and disposed around the structure formed by said accumulators, vertically in plane, oriented by universe sides, wherein at least one rib of each reinforcing element is parallel to the upper accumulator guide, while the other rib is parallel to the lower accumulator guide. 14. The device according to claims 1 to 11, characterized in that said device comprises four reinforcing elements in the form of flat bodies made of a non-conductive material and disposed around the structure formed by said accumulators, vertically in plane, oriented by universe sides, wherein at least two ribs of each reinforcing element are parallel to the upper accumulator guide, while the other two ribs are parallel to the lower accumulator guide. 15. The device according to claims 13 and 14, characterized in that at least one rib, parallel to the guide of the upper or lower accumulator is equal to the length of the guide of the upper or lower accumulator. 16. The device according to claims 13 to 15, characterized in that said device further comprises a radiator made of mineral and four similar reinforcing elements in the form of flat bodies arranged above the upper accumulator in vertical planes oriented by universe sides, wherein one of ribs of each element is at an angle to the accumulator's vertical axis creating a space for positioning an additional radiator on the accumulator's vertical axis, the other rib is mounted on the rib of a corresponding principal reinforcing element. 17. The device according to claims 13 to 16, characterized in that said reinforcing elements are provided with through inner parallel channels arranged at an angle to the accumulator's vertical axis. 18. The device according to claims 1 to 17, characterized in that said device comprises a reflector arranged beneath the lower accumulator. 19. The device according to claim 16, characterized in that said device comprises a second reflector arranged above an additional radiator. 20. The device according to claims 1 to 19, characterized in that an area is provided for an object to be effected positioned between the lower radiator and the first reflector. 21. The device according to claims 1 to 20, characterized in that said device comprises a canal for liquid arranged inside said accumulators co-axially to them and made in the form of a tube or a tube folded in a cylindrical spiral. 22. The device according to claims 1 to 21, characterized in that the device comprises a support for arranging the structure formed by the accumulators. 23. The device according to claims 1 to 21, characterized in that said device comprises means for suspending the structure formed by the accumulators. 24. The device according to claims 1 to 23, characterized in that said device comprises a source of optical radiation located inside the lower or upper accumulators.
