PROBLEM TO BE SOLVED: To provide a means for measuring what degree hydraulic fluid is filled in an advance angle oil chamber and a delay angle oil chamber with a simple constitution. SOLUTION: This device has a detection means 10a for detecting rotation of a crankshaft or a cam shaft 10. A first control mechanism B1 is provided with an oblique surface 21k as a first relative rotation allowing mechanism for allowing relative rotation to the advance angle side of a rotor 21 by a prescribed amount. A second control mechanism B2 is provided with an oblique surface 21p as a second relative rotation allowing mechanism for allowing relative rotation to a delay angle side of the rotor 21 by a prescribed amount. Relative rotation for a housing 30 of the rotor 21 allowed by the oblique surface 21k or the oblique surface 21p can be detected by the detection means 10a.
