PROBLEM TO BE SOLVED: To secure steam for cooling on the gas turbine 1 side, regardless of operation states of an exhaust heat recovering boiler and a steam turbine 6. SOLUTION: This steam converting device 46 makes steam bled from the steam turbine 6 or steam from an auxiliary steam line as a steam source, makes the steam and fluid from the outlet side of high/intermediate pressure water supply pump as saturated steam by being temporarily cooled up to a saturation temperature by a direct contact type heat exchange and converting the saturated steam into superheated steam (cooled steam) of a proper degree of superheat by heat-exchanging or mixing with a part of the steam source steam. Cooled steam converted by the steam converting device 46 is delivered to a combustor 40 of the gas turbine 1, and steam after cooling the combustor 40 is recovered in an intermediate pressure turbine.
