PROBLEM TO BE SOLVED: To provide a film-forming auxiliary-free emulsion coating material having a low pigment concentration. SOLUTION: The emulsion coating material composition comprises an emulsion resin to be obtained by the multi-stage emulsion polymerization of ethylenically unsaturated monomers and a pigment, and the resin solid content of the above emulsion resin is >=3 wt.%, and the glass transition temperature Tg1 of an ethylenically unsaturated monomer mixture to be used in the final stage of the above multi-stage emulsion polymerization and the glass transition temperature Tg2 of an ethylenically unsaturated monomer mixture to be used in the stages other than the final stage of the above multi-stage emulsion polymerization are in the range of -60 to 30 deg.C, respectively, and the above Tg1 is not higher than the above Tg2 .
