PROBLEM TO BE SOLVED: To provide a transparent softening agent composition having a high softening effect and capable of giving a nice feeling to clothing. SOLUTION: This softening agent composition contains (a) a compound having one group selected from an amino group and a quaternary ammonium group together with one 8-36C hydrocarbon group in its molecule, (b) an anionic surfactant having one 16-36C hydrocarbon group together with a -SO3 M (M is a counter ion) group and/or a -OSO3 M group in its molecule, (c) an organic solvent having a log P (a parameter of the solvent depending on its affinities for water and 1-octanol) of 0.5-3.0, and water, wherein the components (a) and (b) are contained so as to have a specified mol ratio of (a) to (b) [(a)/(b)].
