PROBLEM TO BE SOLVED: To provide a sound absorbing and insulating panel and a sound insulating wall using the panel having excellent sound absorbing and insulating effect, durability and appearance and facilitating work execution and the replacement of a sound absorbing plate at a low life cost. SOLUTION: This sound absorbing and insulating panel has a hard sound absorbing plate arranged inclining downward at an opening part of a panel body formed of a ceiling plate, a back face plate, side face plates, a bottom plate and the opening part formed at the front face on the opposite side to the back face plate. It is preferable that the tilt angle of the panel is 3-20 deg.. The sound insulating wall is provided with a plurality of posts vertically erected with a space and a wall surface with sound absorbing property fixed to the posts. The wall surface is formed of a plurality of sound absorbing and insulating panels continuously arranged in horizontal and vertical directions. A part or all of the sound absorbing and insulating panels are the aforementioned sound absorbing and insulating panels. The post support openings of the sound absorbing and insulating panels are passed through around the posts to fix the sound insulating wall.
