PROBLEM TO BE SOLVED: To provide a powder coating composition which particularly excels in pigment dispersibility even at a high concentration of a pigment and can form a coating film having good brilliancy and excellent smoothness, and a coating film-forming method. SOLUTION: The powder coating composition comprises (A) an epoxy group- containing vinyl copolymer having an acidic phosphorus atom in the molecule and a glass transition temperature of >=40 deg.C, (B) an epoxy group-containing vinyl copolymer having a glass transition temperature of <=0 deg.C, and (C) a polycarboxylic acid as the essential component.
