PROBLEM TO BE SOLVED: To prevent pressure loss of exhaust by clogging of a scavenging material by suppressing formation of ash, in an exhaust emission control device provided with the scavenging material to scavenge particulate matter contained in exhaust discharged from an internal combustion engine. SOLUTION: In this exhaust emission control device for the internal combustion engine provided with the scavenging material to scavenge particulate matter contained in exhaust discharged from the internal combustion engine, ash traps 80 and 81 to attract phosphorus P in exhaust gas are provided on an upstream side of a particulate filter 22. Basic metal is carried on the ash traps 80 and 81. Phosphorus P is flocculated in the particulate filter 22 by being coupled with calcium Ca to suppress formation of ash.
