PROBLEM TO BE SOLVED: To provide a fixing agent for sizing agent that comprises a novel composition of basic aluminum salt solution developing the good fixation effect for the sizing agent, particularly in the neutral paper-making process and provide a paper-making process using the size-fixing agent. SOLUTION: The size-fixing agent comprises basic aluminum chloride salt solution that is represented by general formula: Aln (OH)m (PO4 )r Cls Xt (wherein X is an anion other than PO4 and Cl; -30<=m/3n×100<=28%, r/n=0.01-1, 3n=m+3r+s+t×X valence) in which the concentration of Al2 O3 is 4-12 mass %, PO4 is 0.3-20 mass % and Cl is 1-20 mass %. In the method of making paper, this size-fixing agent is characteristically used in an amount of 0.02-0.8 mass %, calculated as Al2 O3 , based on the absolutely dried pulp in the paper stock including the sizing agent.
