PROBLEM TO BE SOLVED: To provide a low-cost polarization converting element which is easily manufactured, an illumination optical system with the high utilization factor of the light and a display device with a bright display picture. SOLUTION: The polarization converting element is provided with a first region making first linearly polarized light (L1) incident thereon and a second region making second linearly polarized light (L2) with a state of polarization different from that of the first linearly polarized light (L1) incident thereon. The first region is composed of an optically isotropic transparent resin (1) and the second region is composed of a twisted nematic liquid crystal (2). In the first region, the state of polarization of the first linearly polarized light (L1) is not changed. In the second region, the state of polarization of the second linearly polarized light (L2) is changed into the same state of polarization as that of the first linearly polarized light (L1).
