PROBLEM TO BE SOLVED: To provide an oxide photocatalyst material which can exhibit high photocatalysis. SOLUTION: Crystal nuclei are introduced into or coated with a sol of an inorganic compound. The sol is then solidified and heat-treated to grow titanium oxide crystals 3 on the nuclei 2. The titanium oxide crystals 3 grown on the nuclei 2 have a columnar form to realize a highly active photocatalytic function.
