PROBLEM TO BE SOLVED: To provide an inexpensively constructible seawater pumping-up device installable on the sea by minimizing influence of waves, and an ocean enrichment device using this pumping-up device. SOLUTION: This ocean enrichment device 1 is constituted by erecting a pipe tower part 20 on the upper side of a body 10 having a ballast tank, and connecting a deep layer water intake pipe 30 to the lower side, and is floatably constituted so that an upper surface of the body part 10 becomes the water surface at maintenance inspection time by discharging deep layer water by adjusting a temperature to an almost equal temperature from an outlet 16A by mixing surface layer water taken in from the pipe tower part 20 and the deep layer water pumped up via the deep layer water intake pipe 30 in a state of submerging the body part 10 so that the outlet 16A is positioned in the prescribed discharge depth in a light existent layer at pumping-up discharge operation time of the deep layer water.
