PROBLEM TO BE SOLVED: To neatly make up a structure in the vicinity of a rotary shaft of a handle. SOLUTION: A damper bracket 60 is formed in the shape of raising up side plates 62 from the left and right both ends of a bottom plate 61, and a square through hole 63 opening in both side plates 62 is almost tightly inserted and installed the rotary shaft 45 forming a channel shape of integrally rotating together with the handle 30. A regulating plate 65 is cut upward in a horizontal attitude toward this side from a base board 42, and faces between both side plates 62 of the damper bracket 60. The inmost edge of the bottom plate 61 in the damper bracket 60 abuts to the regulating plate 65 to regulate a forward inclination of the handle 30. A base end part of a swing preventive gas damper 67 of the handle 30 is supported almost downward by a bracket 68 on the base board 42, and the tip of a rod 67A is connected to one side plate 62 of the damper bracket 60.
