PROBLEM TO BE SOLVED: To remove sediment, yarn wastes, dust and the like adhering to wash in the washing and rinsing processes. SOLUTION: Washing water or rinsing water overflowing from the bottom into an annular drain pipe 7 is guided to a side pipe 8 by reciprocating right- handed and left-handed rotation of a washing and dewatering vessel 1, and returned to the vessel 1 by a pump P provided in the midway while filtered in the side pipe to perform washing and rinsing. The washing water, rinsing water and water from dewatering leaking to the outside from the annular drain pipe 7 in the processes of washing, rinsing and dewatering are discharged to the outside by a funnel-like drain pipe 41 disposed below the washing and dewatering vessel 1.
