<p>PROBLEM TO BE SOLVED: To shorten the search time (movement prediction calculating time) for a motion vector by increasing the encoding efficiency. SOLUTION: A method of detecting a dynamic region and a static region and then encoding these regions selectively in video encoding comprises a process of sampling an inputted image into blocks which include two-dimensional arrays of pixels, a process of computing the discrete cosine transforms(DCT) of the sampling blocks of the image data to create DCT coefficients, a process of classifying the sampling DCT blocks into macroblocks, each of which comprises a luminance block and a chrominance block, a process of detecting the macroblocks as a static macroblock or dynamic macroblock, a process of predicting a movement based, on the information about the static or dynamic block, a process of quantizing a current macro block by controlling the rate, and quantization of the DCT coefficients, a process of selectively rejecting scanned quantized DCT factor, and a process of variable-length encoding of the scanned quantized DCT coefficients.</p> |
